Columbia, SC (KROC AM News) - The man accused of killing a pregnant Rochester woman and her child apparently had planned another murder.

Authorities in Columbia, SC apprehended 29-year-old Renard Carter Sunday night after he was shot multiple times.

Richland County Sheriff Leon Lott Monday said Carter was located at a motel. Lott says Carter had a gun and threatened to shoot officers. When he came out of his room holding a rifle, three officers opened fire. It was later learned the rifle was a BB gun.

Carter remains in the hospital in unknown condition.

Lott also told reporters Monday Carter “had killed a pregnant woman and her child and came to South Carolina to kill someone else.” He said that “someone else” was a former girlfriend, who was notified and provided a safe place.

The woman he is accused of murdering in Rochester was identified as his girlfriend. The bodies of 23-year-old Keona Foote and her 2-year-old daughter Miyona Miller were found in their Rochester apartment by family members Sunday. It’s not known yet when or how they were killed.

Carter is expected to face three counts of 2nd-degree murder. One count is for the death of an unborn child.

09/13/2020 9:24 p.m.
On September 13, 2020, at approximately 1:41 p.m., the Rochester Police Department received a call of a possible deceased person at 402 31st St NE, Olympik Village Apartments. Officers responded to the apartment and located a 23-year-old deceased female and a two-year-old deceased female. Family members had not heard from the 23-year-old female and were concerned about her. Family members checked the apartment to see if the 23-year-old was all right and discovered the deceased 2-year-old. The family members then contacted the Rochester Police Department. The deceased 23-year-old was found in the apartment when officers arrived. It appears the deceased victims died of trauma. The Southern Minnesota Regional Medical Examiner’s Office will perform autopsies to determine the cause and manner of death in both victims. The Rochester Police Department is actively investigating this incident as a homicide. At this time, the person(s) responsible for this incident has not been arrested. The victims in this case are Keona Sade Foote 23 years old and her daughter Miyona Zayla Miller 2 years old. The suspect in this case was the victim’s boyfriend. Our investigation showed that the suspect had left the state of Minnesota. The suspect is currently on probation and a Department of Corrections warrant was issued for his arrest for leaving Minnesota. The suspect was located in Columbia, South Carolina and
arrested. During the arrest, the Columbia Police Department was involved in an officer involved shooting. We can confirm that the video of that encounter on social media of the arrest is of the suspect.

09/14/2020, 10:30 a.m.

The primary suspect in this case has been identified as Renard Lydell Carter 10/23/1990 of Rochester. He was arrested at approximately 10:30 p.m. Eastern Standard Time in Columbia, South Carolina for his Department of Corrections warrant. During the apprehension Mr. Carter was shot by Columbia police. He is currently hospitalized in South Carolina. Renard Carter was the victim’s boyfriend but not the father of her daughter, Miyona Miller. The Richland County Sheriff’s Office will have a press conference at 2 p.m. Eastern Standard Time. We will provide updates as appropriate following that press conference.
