Winona, MN (KROC AM News) -  A southeast Minnesota man has been sentenced to 30 years in prison for a child sex conviction a judge described as "among the worst I have ever seen."

Sentenced Monday in Winona County Court was 35-year-old Ryan Feine of Winona. Feine was charged in 2018.

During the sentencing, Assistant Winona County Attorney Kevin O’Laughlin called the case “one of the most disturbing criminal sexual conduct cases he has prosecuted in the last nineteen years.” 

Feine’s sentence was approximately twice the sentence normally called for under state sentencing guidelines due to the number of aggravating factors in the case.

Prosecutors say Feine's criminal activity came to the attention of law enforcement based on an allegation of ongoing sexual abuse. Investigators found over 1000 child pornography photos and 150 videos on his electronic devices.

Prosecutors say he created multiple video recordings of himself sexually abusing an infant and produced child pornography photos of a 5-year-old child.

Feine was sentenced in federal court earlier this year to 38 years for his conviction on two counts of production and attempted production of child pornography.

It’s not known if the federal and state sentences will be served consecutively or concurrently.
