Rochester Man Awaiting Sentencing For 10th Felony Conviction
Rochester, MN (KROC-AM News) - A Rochester man with 9 previous felony burglary, theft, and drug convictions has entered into a plea agreement that should allow him to continue avoiding prison.
29-year-old Matthew Tlougan today admitted to a felony charge of first-degree criminal damage to property. In exchange, Olmsted County prosecutors agreed to dismiss a second-degree burglary charge. He was scheduled to stand trial on both charges next week.
The plea agreement calls for a downward departure from state guidelines with a stayed prison sentence and no additional time in jail. He is expected to be ordered to pay restitution. He is scheduled to be sentenced on September 9.
The charges stem from Tlougan's arrest in December 2020 after he was found inside a vacant southeast Rochester home that was undergoing renovations. The criminal complaint says the electrical wiring had been ripped out and there was damage to some of the copper plumbing. The homeowner estimated to cost of repairs at around $20,000.
