Community Notification Issued for Rochester Sex Offender
Rochester, MN (KROC-AM News) - The Rochester Police Department has issued another Community Notification involving a high-risk sex offender.
The notification is for a recent change of address. 34-year-old Matthew Judy is now living at a residence in the 1300 block of 4th Street Southeast.
A community notification issued for Judy two years ago listed his address as a residence in the 600 block of Second Street Southwest.
The notification says the Level 3 sex offender engaged in sexual contact against a teenage girl that included penetration and the use of coercion and force. His criminal record indicates he was sentenced to three years in prison in 2009 after repeatedly violating the terms of his probationary sentence for a third-degree criminal sexual conduct conviction in 2006.
Since then, he has been in and out of prison a number of times for a variety of criminal offenses and probation violations. Judy was most recently in the news two years ago for leading local authorities on a high-speed chase that ended in a crash in downtown Rochester that left a woman and her three young children with minor injuries. Judy was also transported to St. Mary’s hospital for treatment, where he became combative and nearly bit off a portion of a correction officer’s finger.
