Why No Hooters in Rochester?

In my 6 or so years in Rochester, I've always wondered why there was no Hooters here. Is it a population thing? Like, we don't have the population to support it? If that's the case, I have to disagree. There have been numerous times where we went out for a burger on a Saturday and everywhere we went was packed. I think there's PLENTY of people that would welcome another alternative to getting a burger and a beer.

While we're on the subject, why is there no White Castle? Or Dunkin' Donuts? I'm told there's a Dunkin' Donuts coming to Rochester this Summer but who knows, so I'll leave that alone but c'mon, Man! WHITE CASTLE, BABY! Growing up in Chicago, we had access to a White Castle right down the block. Back then you couldn't get the chicken sandwich's, breakfast items and whatnot. All you could get was the sliders with or without cheese and fries or onion rings and the sliders were 25 cents and WE LIKED IT THAT WAY! Sure, you can get White Castle hamburgers in your grocers freezer but they're NOT the same. Not the same at all. NOT. AT. ALL!

Also, understand, I'm not knocking the local favorites at all. I'm just curious as to WHY there is no Hooters...or as one listener suggested: Tilted Kilt or the like.
