Rochester, MN (KROC-AM News)- The Olmsted County Attorney’s Office has filed felony charges against a Rochester man accused of attacking a child.

Police were dispatched to a northwest Rochester home on the report of the assault on Tuesday. 

Upon arrival, Rochester Police officers found the victim, described in the court document as a juvenile male, on the floor of the home convulsing and drawing shallow breaths.

The boy had an open wound on the left side of his head and blood was covering that half of his face.  He was unresponsive when the officer tried to talk to him and his pulse began to weaken before medical personnel arrived at the scene, the criminal complaint says. 

Officer Martinez saw that Victim was lying on the ground convulsing and his breaths were shallow. Victim's eyes had rolled into the back of his head and the left side of his face was covered in blood. Officer Martinez could see an open wound on the left side of Victim's head. Victim would not respond when Officer Martinez tried to talk to him. Victim continued to convulse and have shallow breathing. Victim's breathing became labored and Officer Martinez had to perform multiple sternum rubs on Victim to get him to respond. At times, Victim would not respond after a sternum rub. Victim's pulse became weak before medical arrived.

A witness reported the assailant, identified as 32-year-old David Chan Vannadee, had pulled the child into the home’s bathroom after the child refused to apologize for an incident involving Vannadee that occurred during the previous week.

The witness said Vannadee then began hitting the juvenile with the blow dryer. Vannadee admitted to hitting the child with the blowdryer 2-3 times and did not help the boy after he went to the ground, the complaint says. 

There were also two young children in the home at the time of the assault, the charges say. The victim’s age and current medical condition is not disclosed in the criminal complaint. 

Vannadee has been charged with third-degree assault and malicious punishment of a child. 

On Wednesday an Olmsted County Judge set Vannadee’s conditional bail at $15,000. He’s due back in court later this month.
