Rochester Panhandler Ordinance Moves Ahead

Rochester could have a so-called panhandler ordinance in force in a month from now.

The Council voted 5 - 2 last night to proceed with the ordinance, which supporters say would prevent aggressive panhandling. It would apply to certain areas, such as ATM’s and public outdoor dining areas. City Attorney Terry Adkins - who crafted the ordinance - says it is scheduled for a second reading August 18th and if approved, it would take effect on the 23rd. Councilmembers Means and Wojcik voted against the ordinance. Mayor Ardell Brede - who vetoed an earlier plan to address panhandling in the city - told the Council he won’t veto this ordinance.
