Rochester, MN (KROC AM News) -  An unusual arrest for Rochester police Wednesday.

Officers were sent to check a panic alarm at the Melting Clock Smoke Shop on Elton Hills Dr. around 5:30 PM. The caller reported a man wearing a bullet-proof vest was threatening customers.

An officer arrived to find the man outside the store and discovered he was wearing a body armor vest. The man was ordered to get on the ground. While on the ground, the man began reaching into one of his pants pockets. The officer took cover behind a vehicle and ordered the man to keep his hands in sight. The man pulled out a phone and said he wanted he wanted to call his mother. Other officers arrived and took the man into custody without incident. A wirecutter was found in one of his pockets.

The man was identified as 19-year-old Souleysi Singharath of Rochester. A police spokesman says Singharath “appeared to be high on something.”

So where did he get the vest?  Turns out it was stolen from a city police vehicle that was at a local business for repair work. Officers later found items from the vest at Singharath’s home.
