Rochester, MN (KROC-AM News) - A Rochester man has been charged in connection with a shooting that occurred in the city last month.

Olmsted County Court documents say Rochester police responded to a report of a shooting on October 10 near the intersection of 14th Avenue and 14th Street Northwest near John Marshall High School. Witnesses told police that they heard 5 gunshots and the incident involved people who left in a white vehicle and a dark Tesla. The responding officers found 5 spent shell casings from a 9 mm firearm at the scene.

Traffic Stop and Arrest of Ogak

According to the criminal complaint brought against 18-year-old Moses Joseph,Ogak, he was stopped later the same day while driving a dark-colored Tesla and was arrested on an outstanding warrant. The court document says the vehicle was impounded by law enforcement and Ogak had nearly $500 cash in his possession.

While investigating the shooting, the criminal complaint says Rochester police reviewed video recorded by a surveillance camera on a nearby building. It shows Ogak driving the Tesla into a parking lot and passing a group of people who, according to the court document, appear to hide and run away from the vehicle as it approaches. After the Tesla starts to drive away, the video shows another person appearing the fire multiple gunshots in the direction of the Tesla.

Search Warrant and Items Seized

That criminal complaint states a detective then obtained a search warrant for Ogak's impounded Tesla and a search of the vehicle conducted on October 21 led to the discovery of 268 grams of THC concentrate cartridges and a digital scale. Police also found a 9 mm handgun with a 30 round extended magazine along with another 9 mm handgun with an 18 round magazine. The court document also says that investigators learned that one of the handguns had previously been reported as stolen.

The criminal complaint says Ogak denied being involved in the shooting "in any capacity."

Felony Charges Filed in the Case

He has been charged with felony counts of receiving stolen property and first-degree possession of cannabis, along with a gross misdemeanor count of carrying a pistol without a permit and a misdemeanor charge of 3rd-degree sale of cannabis concentrate.

Ogak was arraigned in Olmsted County court on the charges on Wednesday and was released without bail.
