‘Proactive’ Online Investigation Leads To Rochester Man’s Arrest
Rochester, MN (KROC-AM News) - Rochester police today reported the arrest of a Rochester man through what was described as a "proactive undercover operation."
A statement issued by the department says the investigation targeted online offenders attempting to solicit minors to commit sexual acts. The man arrested was identified as 34-year-old Adam Frank Blackwell of Rochester.
The Police Department says Blackwell was taken into custody at Silver Lake Park Tuesday afternoon. Investigators say online chat messages indicated that he allegedly planned to meet a minor at the park for sexual acts.
He had been exchanging online messages with a police investigator posing as a juvenile female.
Blackwell is currently being held in the Olmsted County Adult Detention Center on suspicion of Solicit Child through Electronic Communication and Electronically Communicate-Sexual Conduct with a Child.
