Speeding Ticket

According to the Minnesota Law Enforcement Memorial Association, Theodore Joseph "Ted" Foss was struck and killed by a tractor trailer in 2000 while conducting a traffic stop on I-90 in Rochester, Minnesota.

A guy who almost got slapped with a speeding ticket came up with an interesting excuse on Thursday.  22 year old Scott Lowe scored twice in the same day and you'd never believe the crazy events that led to it all. The officer pulled him over and he shared with him his motive, and it worked!  No ticket for Scott.
