Olmsted County Sheriff Kevin Torgerson

The State Corrections Department issued an arrest warrant for him after Olmsted County prosecutors decided to release him without charges on Friday.

The Sheriff says the Department of Corrections denied a request to have Lewison taken into custody for violating his probation.

The dedication ceremony will take place this evening at Soldiers Field Memorial Park.

He is currently scheduled to be transferred out of prison to a halfway house later this month.

The Sheriff says he believes the increase last year is linked to the legalization of recreational cannabis.

It happened near Oxbow Park Tuesday.
