Man Charged for Drugging, Sexually Assaulting Woman in Rochester
Rochester, MN (KROC-AM News)- A Stillwater man has been charged with three felonies for allegedly drugging then sexually assaulting a woman considered to be a vulnerable adult in Rochester.
The criminal complaint filed Tuesday against 56-year-old Harold Short says he picked the woman up from an adult care group home in Burnsville in late December 2021. Prosecutors say Short took the woman to St. Paul then to Stillwater before driving the two to a residence in southwest Rochester.
The woman told police Short forcibly injected her with methamphetamine then made her perform a sexual act on him while they were at the Rochester residence. The court document says Short and the woman then went to a fast food restaurant in Rochester before spending the night at a cabin in Alma, WI.
Short then dropped the woman off at the Southeast Regional Crisis Center the next morning. The woman told investigators Short did not allow her to leave while they were together. Prosecutors say the woman is considered a vulnerable adult due to a mental impairment and has a court-appointed guardian.

Short is charged with third-degree and fifth-degree criminal sexual conduct and use of drugs to injure or facilitate crime. He’s due to make his first court appearance on Sept. 22.
