St. Paul, MN (KROC-AM News)- The Minnesota BCA has released the identity of the Goodhue County Sheriff’s Deputy who shot a 24-year-old man following a crash and altercation near a Red Wing park on November 22.

A news release says Deputy Steve Sutton-Brown has been placed on standard paid administrative lead. The 19-year law enforcement vet responded to the report of 24-year-old Fernando Carbajal of Red Wing walking away from the scene of a vehicle-versus-telephone-pole crash.

The preliminary investigation found Sutton-Brown responded to the crash from a nearby training exercise and was not in uniform but was wearing a sweatshirt that identified him as a Goodhue County Sheriff’s Deputy. Officials say Sutton-Brown arrived at the crash site near Bay Point park in an unmarked squad car equipped with emergency lights that were activated upon his arrival.

Witnesses reported seeing Carbajal charge at the deputy which initiated a physical altercation between the two men. Investigators say at one point during the fight Sutton-Brown fell and injured his foot.

Because he had come from training, Sutton-Brown was not equipped with less-than lethal weapons, the BCA says. He then fired his service weapon at Carbajal three times. Carbajal, who was unarmed, was transported to a Red Wing hospital before being moved to St. Mary’s Hospital in Rochester for further treatment. 

Carbajal has since been released from medical care, charged with multiple counts of assault and is now out on bail after appearing in Goodhue County Court. Sutton-Brown was treated and released from a Red Wing hospital.

Authorities say the shooting was not captured by video. A witness video captured the altercation but not the shooting. The BCA is continuing to investigate the shooting and plans share its findings with the Goodhue County Attorney’s Office for review upon completion of the investigation.
